Abstract

Water resource sustainability is currently a global crisis that is raising significant concern. This situation necessitates a distinct and more inventive strategy to address it. One way to achieve this is by combining traditional and current Islamic knowledge and practices. This paper explores the notion of harim (buffer zone) as a potent tool for enhancing the sustainability of water resources within the context of Islamic jurisprudence. This study used a qualitative methodology to investigate the capacity of harim as a tool for promoting water resource sustainability. The data was acquired through library research, and a content analysis was conducted on two volumes, namely Kitab al-I'lan bi Ahkam al-Bunyan and Kitab Qismah Wa Usul al-Aradin, as well as several periodicals and relevant literature. The research findings demonstrate that Harim employs a comprehensive and equitable strategy to ensure the long-term viability of water resources. Therefore, it is advisable to reinstate Harim's authority due to its current appropriateness in efficiently tackling the difficulties of modern water resource management.

Abstrak
Isu kelestarian sumber air merupakan salah satu krisis yang mencetus kebimbangan global pada masa kini. Senario ini menuntut kepada pendekatan berbeza yang lebih inovatif bagi menanganinya. Antaranya, dengan mengintegrasikan pengetahuan dan praktis tradisional Islam dan kontemporari. Kertas kerja ini mengkaji konsep harim (zon penampan) sebagai instrumen berkesan menggalakkan kelestarian sumber air berasaskan kerangka fiqh alam bina Islam. Kajian ini menggunakan pendekatan kualitatif untuk meneroka potensi harim sebagai instrumen kelestarian sumber air. Data diperoleh melalui kajian perpustakaan dan analisis kandungan dilakukan terhadap Kitab al-I’lan bi Ahkam al-Bunyan dan Kitab Qismah Wa Usul al-Aradin, jurnal-jurnal dan buku-buku berkaitan. Dapatan kajian mendedahkan bahawa harim menawarkan pendekatan holistik dan seimbang dalam mengekalkan kelestarian sumber air. Justeru, harim disaran untuk diperkasakan semula berasaskan kesesuaian semasa bagi menangani cabaran pengurusan sumber air kontemporari secara efektif.
